开展“传帮带” 助力青年教师健康成长
——西南科技大学关工委实施“青蓝工程”纪实
西南科技大学关工委成立23年来,在学校党委行政领导下,在上级关工委指导下,以“立德树人”为使命,牢牢把握大学生思想政治教育和青年教师培养这一主线,以培育和践行社会主义核心价值观为核心,以树立正确的世界观、人生观、价值观为重点,根据大学生和青年教师的特点和实际需要出发,组织广大离退休老同志,配合主渠道,开展了形式多样的教育关爱活动。这里,仅记述了学校关工委在实施“青蓝工程”的具体做法和效果。
一、实施“青蓝工程”,学校关工委的优势和责任
(一)学校青年教师的特点与需求
随着学校的快速发展,高校青年教师的比例逐年提高,我校35岁以下的青年教师已占到教师总数的三分之一左右。要做好青年教师培养工作,就要了解他们的优势和不足,分析他们的特点和需求。
青年教师大多是刚毕业或工作时间不长的博士或硕士研究生,他们学历层次高,思维活跃,成就动机强;专业基础理论扎实,接受新事物的能力强;师生年龄相差不大,容易与学生形成“亦师亦友”的良好关系;他们工作积极性高,对高校教育工作充满热情,有做好高校教学科研工作的基础和信念。但是他们当中大多数都没有经过系统的教育教学培训,角色适应较困难;他们大多是“走出校门又进入校门”,人生观和价值观呈现多元化趋势,奉献意识和敬业精神尚需进一步增强;他们的学术科研处于起步阶段,教学经验普遍缺乏,但他们大多又承担了较繁重的教学和科研任务。加上青年教师在学历提升、职称晋升和聘任、业务考核等方面与老教师相比面临着更大的压力。因此,青年教师渴望在教书育人、业务能力提升等方面得到老教师的关心和帮助。
(二)学校关工委的优势与责任
学校关工委老同志是曾经长期从事教学、科研工作的老教师、老专家或高校管理工作的老党员、老干部,他们懂教育、善教育、会教育,他们在青年教师培养,开展传帮带上具有师德、经验、威望、时空和亲情等五大优势。青年教师是高等教育的希望和未来,是学校发展的希望和未来。学校关工委配合主渠道,充分发挥老教师在教书育人和教学、科研、管理方面的五大优势,薪火相传,以老带新,帮助青年教师加强师德修养、提高业务能力、指导职业规划,是学校关工委老同志义不容辞的责任,也非常必要,不可替代。
二、实施“青蓝工程”,我校关工委的做法与效果
学校关工委自1993年成立之时起,就以“立德树人”为已任,急党政所急,想青年大学生和青年教师所需,尽关工委所能。配合主渠道,在开展大学生思想政治教育的同时,在青年教师中开展“传、帮、带”,积极参与青年教师培养工作。
(一)以“忘年交”为载体,在师德师风上“传、帮、带”
关工委老教师对党的教育事业忠心耿耿,兢兢业业,对青年教师的健康成长有着高度的责任感。他们通过参与教学督导,与青年教师发展为“忘年交”,成为良师益友。他们以身作则,言传身教,以自己丰富的人生阅历、高尚的师德和渊博的学识去影响和教育青年教师,赢得了青年教师的尊敬和信赖。法学院青年教师、副院长刘永强在《我心目中的关工委老人们》一文中写道:“看到这位白发苍苍的老人听课后留下的一本本笔记、悉心指导青年教师的身影,我被深深地感动了。这是一位老教师的人格魅力所在,是我们的楷模!我们有什么理由不把工作做好呢。”青年教师谭永在关工委老教师的帮助下进步很快,深受学生欢迎,结婚时,专门请她的“忘年交”老教师代她远方的父母作她的家长。
(二)参与教学督导,在教学上“传、帮、带”
关工委参与教学督导工作始于1996年的“两课”督导,1997年学校成立教学巡视组,校关工委推荐了15位老教师参与。1998年起学校成立教学督导专家组,现在改名为学校教学督导委员会,校关工委先后组织了近60名老专家参与其中,关工委老同志成了学校教学督导的主要力量。他们围绕提高教育教学质量和培养指导青年教师这一核心,做了大量工作。
一是开展专项督导和常规督导检查。仅2014、2015年,学校教学督导委老教师深入课堂听课达4997人次,2014年检查了理论课、实验课、实习、设计等教学环节2877份教学大纲,教学课件1680份,试卷1030份,覆盖全校全部16个学院的所有专业。参加毕业答辩,参与期末考试巡视,配合学校抓考风考纪,以此作为立德树人、强化学风建设的重要之举。
二是在开展教(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)督(du)导过(guo)程(cheng)中,注意师(shi)(shi)德师(shi)(shi)风(feng)建设(she),对(dui)教(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)过(guo)程(cheng)中发现的(de)(de)问(wen)题,及时(shi)、中肯地向主(zhu)讲(jiang)教(jiao)(jiao)师(shi)(shi)提出意见(jian)和建议,并给予悉心指导和帮助(zhu)。督(du)导过(guo)程(cheng)中,重视青(qing)(qing)(qing)年(nian)(nian)教(jiao)(jiao)师(shi)(shi)的(de)(de)培(pei)(pei)养培(pei)(pei)训工(gong)作,许多督(du)导成(cheng)员(yuan)担任(ren)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)院青(qing)(qing)(qing)年(nian)(nian)教(jiao)(jiao)师(shi)(shi)的(de)(de)指导教(jiao)(jiao)师(shi)(shi),通(tong)过(guo)导师(shi)(shi)制传(chuan)帮带的(de)(de)形式,引导青(qing)(qing)(qing)年(nian)(nian)教(jiao)(jiao)师(shi)(shi)加强教(jiao)(jiao)育理论(lun)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)习、转变教(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)思想、创新教(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)方法,促进(jin)其尽(jin)快(kuai)成(cheng)长。如吕维(wei)平老师(shi)(shi)刚退(tui)休就(jiu)参与(yu)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)校教(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)督(du)导工(gong)作,当他了解到(dao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)院新进(jin)教(jiao)(jiao)师(shi)(shi)教(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)问(wen)题较多时(shi),主(zhu)动要求指导本学(xue)(xue)(xue)(xue)(xue)(xue)(xue)院新进(jin)的(de)(de)三(san)位博士,言传(chuan)身(shen)教(jiao)(jiao),帮助(zhu)他们尽(jin)快(kuai)站稳讲(jiang)台。毛祥庆(qing)等老师(shi)(shi)担任(ren)制造学(xue)(xue)(xue)(xue)(xue)(xue)(xue)院青(qing)(qing)(qing)年(nian)(nian)教(jiao)(jiao)师(shi)(shi)教(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)艺术提升班三(san)位青(qing)(qing)(qing)年(nian)(nian)教(jiao)(jiao)师(shi)(shi)的(de)(de)指导教(jiao)(jiao)师(shi)(shi),通(tong)过(guo)这种责任(ren)到(dao)人的(de)(de)传(chuan)帮带模式,青(qing)(qing)(qing)年(nian)(nian)教(jiao)(jiao)师(shi)(shi)培(pei)(pei)养工(gong)作成(cheng)效明显。
三是老教师们(men)还特(te)别(bie)注(zhu)重与学(xue)生的(de)交流,关(guan)注(zhu)学(xue)生的(de)学(xue)习态度和学(xue)习热情(qing),帮(bang)助解决学(xue)生学(xue)习过程中遇(yu)到的(de)问(wen)题(ti)和困(kun)难(nan),对学(xue)生提出(chu)的(de)意见、建(jian)议及(ji)时向学(xue)校、学(xue)院(yuan)反(fan)映,协(xie)助解决。
四是各二级关工委组织老教师坚持参与学院(部)教学督导和青年教师培养工作。学校老领导陈思哲教授年逾八旬,仍然以率先垂范的实际行动推进法学院的“青蓝工程”。土建学院关工委组织4位老教师,长期参与教学督导,2015年度听课范围覆盖了学院全体在岗教师,并对申报年度优秀教学奖励的76名教师进行跟踪式听课,抽查了124门课程的试卷,并作出评价,优秀率达85%;制造学院请督导专家对教学问题较多的青年教师进行一对一的定人帮扶,成效明显。
(三)参与青年教师培训,在提升综合素质上“传、帮、带”
一是倡导成立学校青年教师培训学校。2001年,在校关工委倡导下,学校成立了青年教师培训学校,由校关工委常务副主任彭启瑞担任常务副校长,选派得力的退休教师负责教务管理工作,参加培训学校授课的教师中,2/3是退休老教师,先后举办了15期,培训青年教师、辅导员和教学管理人员近1400人次。
二是组织实施学校教师培训工程。2005年,学校为迎接本科教学水平评估,由退休老领导万朴教授牵头,组织一批退休老同志承担了作为学校教学评估十大工程之一的教师培训工程,先后对95名骨干教师和399名中青年教师进行了五个阶段、六个环节的培训。
三是在《高等学校教师职业道德规范》颁发后,学校关工委组织老教师年年为新教师上岗集中培训上课,如学校老领导姚荣东教授、朱强研究员坚持为新教师培训宣讲教师职业道德,介绍校情校史,宣讲学校精神等。
四是各二级关工委积极参与学院的教师基本技能培训工作。如,土木学院关工委周润宇、何玉璧等老教师配合学院,先后举办了7期教师培训班。生命学院关工委康德灿教授在参加经管学院教学督导中,发掘了教学技艺精湛的青年教师苗译丹,于是他组织生命学院多位青年教师前去观摩学习。他将自己保存的精美幻灯片模板、课件、教案提供给青年教师参考借鉴。
通过举(ju)办青(qing)年(nian)(nian)教(jiao)(jiao)师培(pei)(pei)训(xun)班,不仅(jin)提(ti)高了(le)青(qing)年(nian)(nian)教(jiao)(jiao)师的(de)(de)教(jiao)(jiao)学(xue)水平,更重要(yao)的(de)(de)是提(ti)升(sheng)了(le)青(qing)年(nian)(nian)教(jiao)(jiao)师教(jiao)(jiao)书育人的(de)(de)综(zong)合素质。受到(dao)培(pei)(pei)训(xun)的(de)(de)青(qing)年(nian)(nian)教(jiao)(jiao)师反(fan)响强(qiang)烈,许(xu)多人用“受益匪(fei)浅”、“及时雨”、“最宝贵的(de)(de)一(yi)(yi)课”、“一(yi)(yi)次洗(xi)礼”等热情称赞。一(yi)(yi)位川(chuan)大(da)毕业(ye)来校(xiao)任教(jiao)(jiao)的(de)(de)青(qing)年(nian)(nian)教(jiao)(jiao)师在心(xin)得(de)体会中写(xie)道:“无限感激几位恩(en)师对我的(de)(de)教(jiao)(jiao)诲,不仅(jin)是执业(ye)培(pei)(pei)训(xun),更是人生教(jiao)(jiao)导”,等等。
(四)加强学术指导,在提升科研能力上“传、帮、带”
提升青年教师的科研能力是高校所承担的社会职能所决定的。不少老教授、老专家与青年教师一帮一,负责教学和科研引导,使其尽快涉足科研领域,掌握科研要领,尤其是对如何确立研究方向,撰写项目申请书等。如学校老领导楚士晋研究员,退休近10年,一直坚持在科研一线指导青年教师,参与科研工作。他指导的青年教师彭汝芳博士,先后主持国家863、973、国家自然科学基金等科研项目12项,是四川省学术与技术带头人,四川省三八红旗手,学校最年轻的博导之一。理学院聘请中国科大退休教师、我国知名的物理学家汪克林教授、电子科大退休教师胡思福教授来学院组建物理学科团队,指导学科专业建设,培养青年教师,刘涛、廖绪等一批中青年教师在他们指导下,学术上取了得突出的研究成果。退休教师刘继光教授经常出面与企业和政府联系,为青年教师架起科研合作与业务交流的桥梁。退休教师张志呈教授参与采矿学科团队的科研攻关难题,获得了多项省级科技进步奖,参与、指导青年教师出版学术专著8部,等等。
(五)关注(zhu)辅导员(yuan)队(dui)伍建(jian)设,开展“传、帮、带”
学(xue)(xue)生(sheng)(sheng)辅导(dao)员(yuan)(yuan)是高(gao)(gao)校教师队(dui)伍(wu)和(he)管(guan)理队(dui)伍(wu)的重要组(zu)成部分,而(er)我校的辅导(dao)员(yuan)(yuan)队(dui)伍(wu)偏于(yu)年轻(qing)化,工(gong)(gong)作经验相对(dui)不足,需要关工(gong)(gong)委老同志格外(wai)关注。文(wen)艺学(xue)(xue)院(yuan)等(deng)二级关工(gong)(gong)委组(zu)织老教师参(can)与(yu)辅导(dao)员(yuan)(yuan)队(dui)伍(wu)培训和(he)指导(dao)工(gong)(gong)作。张永康老师定期(qi)与(yu)辅导(dao)员(yuan)(yuan)一起(qi)研讨工(gong)(gong)作,探讨新形势(shi)下如何做(zuo)好对(dui)青年学(xue)(xue)生(sheng)(sheng)的教育(yu)和(he)服(fu)务工(gong)(gong)作,对(dui)重要的学(xue)(xue)生(sheng)(sheng)教育(yu)平(ping)台如主题(ti)班会的组(zu)织、策划、效果等(deng)进行(xing)深入(ru)分析,帮(bang)助辅导(dao)员(yuan)(yuan)提高(gao)(gao)运用学(xue)(xue)生(sheng)(sheng)主题(ti)班会等(deng)活动对(dui)大学(xue)(xue)生(sheng)(sheng)进行(xing)社会主义核心价值观教育(yu)的能(neng)力(li)。
(六)利用关工委教育网站对青年教师“传、帮、带”
随着信息化的迅猛推进,互联网已成为青年人的首选和“最爱”。理学院关工委乔生炳老师于2001年创建了“乔老师在线”网站,开始在网上对青年教师指导,解答学生对《大学物理》课中的疑难问题,后来逐渐演变成为与青年师生交流学习、生活和思想的阵地。2013年校关工委网站与“乔老师在线”合并为校关工委教育网站。设立了“主题教育”、“新生导航”、“学业事业”、“青蓝工程”、“道德法律”等18个栏目。“乔老师在线”作为一个有影响力的品牌栏目纳入了校关工委网站中。“乔老师在线”运行十余年,一批“乔老师”通过网络互动,为青年师生答疑解惑,耗费了大量心血,受到了广大网友的青睐,访问率已达10多万人次。此栏目成果曾获四川省教学成果奖。2015年校关工(gong)委教育(yu)网站获得全(quan)国(guo)教育(yu)系(xi)统“基层(ceng)教育(yu)关工(gong)委优秀网站”二等(deng)奖。
通过以上工作,增强了青年教师教书育人的责任感和使命感,师德师风得到了加强,教风学风明显好转,教学质量稳步提升。老教师在教学督导和青年教师培养过程中发挥了不可替代的重要作用。
三、实施“青蓝工程”,建立长效机制
习近平总书记2014年(nian)(nian)(nian)教师(shi)(shi)节在北京师(shi)(shi)大(da)提出(chu)(chu)了好(hao)老师(shi)(shi)的(de)(de)4个共同特(te)质:“做好(hao)老师(shi)(shi),要(yao)(yao)有理想信念,要(yao)(yao)有道德(de)情(qing)操,要(yao)(yao)有扎实(shi)学识(shi),要(yao)(yao)有仁爱之心”。他在中关(guan)工委(wei)(wei)成(cheng)立25周年(nian)(nian)(nian)的(de)(de)指(zhi)示中指(zhi)出(chu)(chu),关(guan)工委(wei)(wei)要(yao)(yao)“坚持(chi)服(fu)务青少(shao)年(nian)(nian)(nian)的(de)(de)正确方(fang)向(xiang),着力加强青少(shao)年(nian)(nian)(nian)思想道德(de)建(jian)设”,“支持(chi)和帮(bang)助青少(shao)年(nian)(nian)(nian)成(cheng)长(zhang)成(cheng)才”。习总书记的(de)(de)指(zhi)示充分体现了中央对青少(shao)年(nian)(nian)(nian)成(cheng)长(zhang)发展、对关(guan)心下(xia)一代工作的(de)(de)高度重视,也为(wei)做好(hao)关(guan)心下(xia)一代工作指(zhi)明了方(fang)向(xiang)。为(wei)此(ci),就(jiu)进一步做好(hao)学校青年(nian)(nian)(nian)教师(shi)(shi)培养工作提出(chu)(chu)如(ru)下(xia)建(jian)议。
(一)做好顶(ding)层设计,加(jia)强协调配合
关工委做好参与青年教师培养工作,需要学校相关部门和学院的支持与配合。纵向上,学校分管领导要组织关工委和相关部门做好这项工作的顶层设计,要指导相关部门和学院给关工委提需求,提任务,并为关工委开展相关工作搭建平台,创造条件。校、院两级关工委要清楚在哪些方面、哪些环节参与工作。横向上,关工委要与学校教师发展中心、教务处、高考评估中心、校工会及学院,搞好协调配合工作,形成合力,共同做好青年教师培养工作。
(二)建立健全校、院两(liang)级培训(xun)机制(zhi)
我校(xiao)关工(gong)委参(can)(can)与学(xue)(xue)(xue)(xue)校(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)督导(dao)和(he)(he)青(qing)年(nian)(nian)(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)培(pei)养工(gong)作(zuo)已(yi)20年(nian)(nian)(nian),倡导(dao)并(bing)配合学(xue)(xue)(xue)(xue)校(xiao)开办了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)培(pei)训(xun)学(xue)(xue)(xue)(xue)校(xiao),开展(zhan)了(le)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)培(pei)训(xun)工(gong)程,以及参(can)(can)与学(xue)(xue)(xue)(xue)校(xiao)新教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)培(pei)训(xun)和(he)(he)各(ge)学(xue)(xue)(xue)(xue)院青(qing)年(nian)(nian)(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)培(pei)训(xun)等工(gong)作(zuo),发挥了(le)不(bu)可替代(dai)的作(zuo)用,创造(zao)、积(ji)累了(le)不(bu)少经验。但这种培(pei)训(xun)并(bing)不(bu)系统(tong),不(bu)完(wan)整,尚未形成制(zhi)度(du),还不(bu)完(wan)全(quan)适应(ying)(ying)当前青(qing)年(nian)(nian)(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)发展(zhan)的需求。因此,应(ying)(ying)在学(xue)(xue)(xue)(xue)校(xiao)层面成立由(you)学(xue)(xue)(xue)(xue)校(xiao)分管(guan)领导(dao)负(fu)(fu)责(ze)、相关职能部(bu)门和(he)(he)关工(gong)委参(can)(can)加的教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)培(pei)训(xun)学(xue)(xue)(xue)(xue)校(xiao)(中心),负(fu)(fu)责(ze)对教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(特别是青(qing)年(nian)(nian)(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi))师(shi)德师(shi)风、教(jiao)(jiao)(jiao)(jiao)(jiao)书(shu)育人、教(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)技(ji)能、科研(yan)学(xue)(xue)(xue)(xue)术(shu)等进行较系统(tong)的培(pei)训(xun),并(bing)长期(qi)坚持(chi)下去。各(ge)学(xue)(xue)(xue)(xue)院(部(bu))根据学(xue)(xue)(xue)(xue)科专(zhuan)业特点和(he)(he)发展(zhan)需要,坚持(chi)开展(zhan)相应(ying)(ying)的培(pei)训(xun)工(gong)作(zuo),建立起校(xiao)、院两级青(qing)年(nian)(nian)(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)培(pei)训(xun)机制(zhi)。
(三)弘扬“五老精神”,加强自身建设
新(xin)形势下,校关(guan)工委(wei)要(yao)进一步弘扬“忠诚(cheng)、关(guan)爱、创新(xin)、奉献”的(de)(de)“五(wu)老(lao)精神”,充(chong)分发挥(hui)“五(wu)老(lao)”作(zuo)用。工作(zuo)中(zhong)(zhong),要(yao)围绕中(zhong)(zhong)心,配合补充(chong),做(zuo)到“不缺位、不越(yue)位、不错位”,在(zai)青年教(jiao)(jiao)师(shi)成(cheng)长(zhang)过程中(zhong)(zhong)甘为人梯(ti)和“铺路石”。同时,关(guan)工委(wei)老(lao)同志不仅需要(yao)依靠多年学(xue)识的(de)(de)积累、经验的(de)(de)感悟(wu)和人生的(de)(de)体会去引导、教(jiao)(jiao)育青年,还需要(yao)加强学(xue)习,与时俱进,不断创新(xin),自(zi)我(wo)完善,站在(zai)更高(gao)、更新(xin)、更全(quan)的(de)(de)角(jiao)度,去帮助(zhu)、指导青年教(jiao)(jiao)师(shi)全(quan)面发展。
“青蓝(lan)工(gong)(gong)程(cheng)”的(de)关(guan)爱(ai)对象(xiang)是(shi)广大(da)青年教(jiao)师(shi)(shi),同(tong)时,也(ye)间接地关(guan)心(xin)、帮助成(cheng)千上(shang)万大(da)学(xue)生的(de)成(cheng)长(zhang)成(cheng)才(cai)。因此,实(shi)施(shi)“青蓝(lan)工(gong)(gong)程(cheng)”,是(shi)从(cong)源头上(shang)关(guan)心(xin)下一(yi)代的(de)基(ji)础性工(gong)(gong)作(zuo)(zuo)。做好(hao)青年教(jiao)师(shi)(shi)培养工(gong)(gong)作(zuo)(zuo),进而做好(hao)全校(xiao)关(guan)心(xin)下一(yi)代工(gong)(gong)作(zuo)(zuo),责任重(zhong)(zhong)大(da),使命光(guang)荣(rong)。需要校(xiao)、院党政领导的(de)高度重(zhong)(zhong)视,需要学(xue)校(xiao)各部门的(de)大(da)力支持,更需要关(guan)工(gong)(gong)委老同(tong)志的(de)积(ji)极参与,主动作(zuo)(zuo)为(wei),共同(tong)为(wei)青年教(jiao)师(shi)(shi)和青年大(da)学(xue)生成(cheng)长(zhang)成(cheng)才(cai)做出(chu)新的(de)贡(gong)献。

南充市教(jiao)育(yu)系统(tong)关工(gong)(gong)委工(gong)(gong)作(zuo)(zuo)在市教(jiao)体局党委的(de)(de)(de)正(zheng)确领(ling)导下(xia),在省教(jiao)育(yu)厅关工(gong)(gong)委和市关工(gong)(gong)委的(de)(de)(de)有(you)力(li)(li)指导下(xia),按照“围绕(rao)中(zhong)心(xin),配合补充,因地制(zhi)宜,量(liang)(liang)力(li)(li)而为,立足基层,注重实效(xiao)”的(de)(de)(de)工(gong)(gong)作(zuo)(zuo)方(fang)针,坚(jian)持(chi)以(yi)社会主义核(he)心(xin)价值(zhi)观为引领(ling),牢牢把握立德树人的(de)(de)(de)根(gen)本任务,发(fa)挥(hui)“五(wu)老”的(de)(de)(de)力(li)(li)量(liang)(liang),围绕(rao)育(yu)人中(zhong)心(xin),服务教(jiao)育(yu)大局,突出重点(dian),主动作(zuo)(zuo)为,不断(duan)推进关心(xin)下(xia)一(yi)(yi)代工(gong)(gong)作(zuo)(zuo)创新发(fa)展,为进一(yi)(yi)步(bu)做好关心(xin)下(xia)一(yi)(yi)代工(gong)(gong)作(zuo)(zuo)做出了新努力(li)(li),取得了较好的(de)(de)(de)成绩。
一、完善组织领导机制,发挥“主体”作用。
一是狠抓(zhua)班子(zi)(zi)建设,落(luo)实关工(gong)(gong)(gong)(gong)(gong)(gong)委(wei)(wei)组(zu)织(zhi)领(ling)导(dao)。教(jiao)(jiao)(jiao)育(yu)部党组(zu)教(jiao)(jiao)(jiao)党〔2009〕20号文件(jian)下发(fa)后,教(jiao)(jiao)(jiao)体局(ju)党委(wei)(wei)认(ren)真学(xue)习贯彻落(luo)实,几年中(zhong)三次(ci)调整补充市(shi)教(jiao)(jiao)(jiao)育(yu)关心下一代工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)委(wei)(wei)员会的(de)领(ling)导(dao)班子(zi)(zi),以(yi)老同志为主(zhu)(zhu)体,配齐了主(zhu)(zhu)任(ren)(ren)、常务副主(zhu)(zhu)任(ren)(ren)、顾问、执(zhi)行主(zhu)(zhu)任(ren)(ren)和秘书长(zhang),以(yi)及相(xiang)关科室和直属学(xue)校(xiao)负责人为主(zhu)(zhu)体的(de)十(shi)多位委(wei)(wei)员,健全了市(shi)教(jiao)(jiao)(jiao)育(yu)关工(gong)(gong)(gong)(gong)(gong)(gong)委(wei)(wei)领(ling)导(dao)班子(zi)(zi)。各县(市(shi)、区)教(jiao)(jiao)(jiao)育(yu)局(ju)按照市(shi)上的(de)要求(qiu),层层落(luo)实,从局(ju)到(dao)督(du)导(dao)组(zu),再(zai)到(dao)学(xue)校(xiao),配齐了关工(gong)(gong)(gong)(gong)(gong)(gong)委(wei)(wei)的(de)领(ling)导(dao)职数,营山等县教(jiao)(jiao)(jiao)育(yu)局(ju)党委(wei)(wei)还把各级关工(gong)(gong)(gong)(gong)(gong)(gong)委(wei)(wei)班子(zi)(zi)建设纳(na)入局(ju)里人事管理,全县“三级”关工(gong)(gong)(gong)(gong)(gong)(gong)委(wei)(wei)班子(zi)(zi)都(dou)由局(ju)里统一发(fa)文任(ren)(ren)免。现在全市(shi)9县(市(shi)、区)教(jiao)(jiao)(jiao)(科)局(ju)、800多所(suo)中(zhong)小学(xue)、幼儿(er)园(公(gong)办)和片区教(jiao)(jiao)(jiao)育(yu)督(du)导(dao)组(zu)都(dou)已建立了关工(gong)(gong)(gong)(gong)(gong)(gong)委(wei)(wei)组(zu)织(zhi),运作(zuo)协调良好,工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)成(cheng)效显著(zhu)。
二是狠(hen)抓队(dui)(dui)伍(wu)(wu)建设(she),落实“五(wu)老(lao)(lao)”主(zhu)体作(zuo)用。关(guan)(guan)工(gong)(gong)委(wei)是以离(li)退休老(lao)(lao)同(tong)志(zhi)(zhi)为(wei)主(zhu)体,有在职(zhi)同(tong)志(zhi)(zhi)参加的(de)群众性工(gong)(gong)作(zuo)组织,因(yin)此我(wo)(wo)们(men)以“核心(xin)、骨干(gan)、参与(yu)”三支队(dui)(dui)伍(wu)(wu)为(wei)要求,加强了(le)(le)“五(wu)老(lao)(lao)”队(dui)(dui)伍(wu)(wu)建设(she)。积(ji)极吸纳(na)具备条件(jian)的(de)老(lao)(lao)同(tong)志(zhi)(zhi)参加到关(guan)(guan)心(xin)下(xia)一(yi)代工(gong)(gong)作(zuo)队(dui)(dui)伍(wu)(wu)中来,从(cong)政治上(shang)(shang)、工(gong)(gong)作(zuo)上(shang)(shang)、生活上(shang)(shang)关(guan)(guan)心(xin)爱护,努(nu)力为(wei)老(lao)(lao)同(tong)志(zhi)(zhi)发挥(hui)作(zuo)用搭建平台(tai),提供方便,搞好服(fu)务(wu),从(cong)而营造了(le)(le)一(yi)个重(zhong)视关(guan)(guan)工(gong)(gong)委(wei)工(gong)(gong)作(zuo)的(de)良(liang)好氛(fen)围。我(wo)(wo)们(men)推(tui)广了(le)(le)西充、南部(bu)、嘉陵(ling)关(guan)(guan)工(gong)(gong)委(wei)与(yu)离(li)退休教师(shi)协会(hui)相结(jie)(jie)合,以及(ji)蓬安县(xian)的(de)老(lao)(lao)同(tong)志(zhi)(zhi)动(dong)员(yuan)、说服(fu)、带动(dong)、组织老(lao)(lao)同(tong)志(zhi)(zhi)的(de)办法,在全(quan)市(shi)建设(she)了(le)(le)一(yi)支专(zhuan)兼(jian)结(jie)(jie)合、素质较高(gao)、人数众多、覆盖(gai)面广的(de)“五(wu)老(lao)(lao)”队(dui)(dui)伍(wu)(wu),现(xian)在全(quan)市(shi)教育系统参加关(guan)(guan)工(gong)(gong)委(wei)活动(dong)的(de)老(lao)(lao)同(tong)志(zhi)(zhi)达(da)8530人,其(qi)中骨干(gan)2698人。他们(men)忠诚敬业(ye),关(guan)(guan)爱后(hou)代,务(wu)实创新,无私奉(feng)献,受(shou)人尊敬。
三(san)是狠抓制(zhi)度(du)建设(she),落(luo)实关(guan)(guan)工(gong)(gong)委(wei)规(gui)范管理。这些(xie)年,我们狠抓了关(guan)(guan)工(gong)(gong)委(wei)的(de)制(zhi)度(du)建设(she),使关(guan)(guan)工(gong)(gong)委(wei)工(gong)(gong)作(zuo)逐步做(zuo)(zuo)到(dao)了有章可(ke)循,有据可(ke)考,有法可(ke)依。全市对关(guan)(guan)工(gong)(gong)委(wei)工(gong)(gong)作(zuo)基本做(zuo)(zuo)到(dao)了“四纳(na)入(ru)”(工(gong)(gong)作(zuo)纳(na)入(ru)计划、办事机(ji)构纳(na)入(ru)科室序列、年终纳(na)入(ru)考核评估、经(jing)费纳(na)入(ru)统一安(an)排),建立起(qi)了教育系统关(guan)(guan)工(gong)(gong)委(wei)工(gong)(gong)作(zuo)的(de)长效运行机(ji)制(zhi)。
二、狠抓基层组织建设,全面创建“六好”关工委。
按(an)照省(sheng)、市(shi)(shi)关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)的(de)工(gong)(gong)(gong)作部署,我们(men)(men)在教(jiao)育(yu)(yu)(yu)系统全面(mian)开(kai)展创建六好(hao)关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)活动,加强了(le)基层学(xue)校关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)的(de)组(zu)织(zhi)、思(si)想(xiang)、制度、队(dui)伍(wu)(wu)建设,开(kai)展了(le)很多社会效益很好(hao)的(de)教(jiao)育(yu)(yu)(yu)活动。积极创建学(xue)习型、服务型、创新型关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)组(zu)织(zhi),形成(cheng)了(le)一只(zhi)专兼结(jie)(jie)合(he)、家庭教(jiao)育(yu)(yu)(yu)经验丰富、乐于奉献的(de)关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)队(dui)伍(wu)(wu)。现在我市(shi)(shi)已有(you)6000多位(wei)教(jiao)育(yu)(yu)(yu)战(zhan)线的(de)老同(tong)志活跃(yue)在关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)和家庭教(jiao)育(yu)(yu)(yu)第(di)一线。同(tong)时(shi)按(an)照省(sheng)、市(shi)(shi)两(liang)级(ji)关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)的(de)要(yao)求,我们(men)(men)认(ren)真调(diao)查研究,加强督促检(jian)查,及时(shi)总结(jie)(jie)经验,推广(guang)先进(jin)典型,现在全市(shi)(shi)已有(you)近50%的(de)基层关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)达到了(le)“六好(hao)”关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)的(de)标准(zhun)(zhun),力争2016年有(you)60%的(de)基层学(xue)校关(guan)(guan)工(gong)(gong)(gong)委(wei)(wei)(wei)达到省(sheng)上要(yao)求的(de)“六好(hao)”标准(zhun)(zhun)。
三、开展主题教育活动,深化学校德育工作。
我(wo)(wo)(wo)们(men)把(ba)主题(ti)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)活动(dong)(dong)(dong)(dong)作(zuo)(zuo)为教(jiao)(jiao)(jiao)育(yu)(yu)(yu)系统(tong)关工(gong)委(wei)(wei)的(de)(de)重要工(gong)作(zuo)(zuo)平台,在广(guang)大(da)青少(shao)(shao)(shao)年(nian)(nian)学(xue)(xue)(xue)生中大(da)力弘扬社会主义核(he)心价值观的(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)。一是组织“五老”宣讲(jiang)团(tuan)进(jin)(jin)校(xiao)(xiao)园巡回演(yan)(yan)讲(jiang),对学(xue)(xue)(xue)生进(jin)(jin)行革命传统(tong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)、形势教(jiao)(jiao)(jiao)育(yu)(yu)(yu)、励志教(jiao)(jiao)(jiao)育(yu)(yu)(yu)、行为习惯养(yang)成教(jiao)(jiao)(jiao)育(yu)(yu)(yu)、理想信念教(jiao)(jiao)(jiao)育(yu)(yu)(yu),法制教(jiao)(jiao)(jiao)育(yu)(yu)(yu)等(deng)(deng),受(shou)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)青少(shao)(shao)(shao)年(nian)(nian)达(da)数十万之众;二是开展五好小(xiao)公民(min)读(du)书主题(ti)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)活动(dong)(dong)(dong)(dong),我(wo)(wo)(wo)市(shi)(shi)(shi)已连续多年(nian)(nian)组织参(can)(can)加(jia)了(le)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)关工(gong)委(wei)(wei)主办的(de)(de)全(quan)(quan)国(guo)(guo)青少(shao)(shao)(shao)年(nian)(nian)“五好小(xiao)公民(min)”主题(ti)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)读(du)书活动(dong)(dong)(dong)(dong),通过阅(yue)读(du)优(you)秀读(du)本(ben)、撰写征(zheng)(zheng)文(wen)、参(can)(can)加(jia)实践、演(yan)(yan)讲(jiang)竞赛(sai)等(deng)(deng)活动(dong)(dong)(dong)(dong),使广(guang)大(da)青少(shao)(shao)(shao)年(nian)(nian)深(shen)受(shou)教(jiao)(jiao)(jiao)育(yu)(yu)(yu),培养(yang)了(le)学(xue)(xue)(xue)生良好的(de)(de)道德情操,激发了(le)学(xue)(xue)(xue)生热爱祖国(guo)(guo),报效国(guo)(guo)家的(de)(de)激越情怀。2011-2013年(nian)(nian)全(quan)(quan)市(shi)(shi)(shi)有(you)23万中小(xiao)学(xue)(xue)(xue)参(can)(can)加(jia)了(le)《光辉的(de)(de)旗帜》、《文(wen)明美(mei)德伴(ban)我(wo)(wo)(wo)行》、《复兴(xing)中华(hua),从我(wo)(wo)(wo)做起(qi)》三(san)届(jie)读(du)书征(zheng)(zheng)文(wen)活动(dong)(dong)(dong)(dong)。2014-2015年(nian)(nian)度我(wo)(wo)(wo)市(shi)(shi)(shi)有(you)68000名中小(xiao)学(xue)(xue)(xue)生参(can)(can)加(jia)全(quan)(quan)国(guo)(guo)青少(shao)(shao)(shao)年(nian)(nian)五好小(xiao)公民(min)《少(shao)(shao)(shao)年(nian)(nian)向上(shang),真(zhen)善(shan)美(mei)伴(ban)我(wo)(wo)(wo)行》主题(ti)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)读(du)书活动(dong)(dong)(dong)(dong),在各(ge)(ge)县市(shi)(shi)(shi)区、学(xue)(xue)(xue)校(xiao)(xiao)层层开展读(du)书、征(zheng)(zheng)文(wen)和演(yan)(yan)讲(jiang)比(bi)赛(sai)的(de)(de)基础上(shang),各(ge)(ge)县市(shi)(shi)(shi)区推(tui)选中学(xue)(xue)(xue)和小(xiao)学(xue)(xue)(xue)各(ge)(ge)一名学(xue)(xue)(xue)生参(can)(can)赛(sai)。我(wo)(wo)(wo)们(men)会同市(shi)(shi)(shi)关工(gong)委(wei)(wei)、市(shi)(shi)(shi)妇联在市(shi)(shi)(shi)上(shang)联合举办全(quan)(quan)市(shi)(shi)(shi)主题(ti)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)读(du)书征(zheng)(zheng)文(wen)演(yan)(yan)讲(jiang)比(bi)赛(sai),优(you)胜者被送到参(can)(can)加(jia)全(quan)(quan)国(guo)(guo)演(yan)(yan)讲(jiang)决赛(sai)。整个演(yan)(yan)讲(jiang)比(bi)赛(sai)效果很好,演(yan)(yan)讲(jiang)比(bi)赛(sai)现场(chang)南充电视(shi)台作(zuo)(zuo)了(le)全(quan)(quan)程(cheng)摄像和报道。我(wo)(wo)(wo)市(shi)(shi)(shi)教(jiao)(jiao)(jiao)体(ti)局(ju)关工(gong)委(wei)(wei)多次被教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)关工(gong)委(wei)(wei)表彰为全(quan)(quan)国(guo)(guo)先进(jin)(jin)集(ji)体(ti)。我(wo)(wo)(wo)们(men)已经把(ba)这项活动(dong)(dong)(dong)(dong)作(zuo)(zuo)为我(wo)(wo)(wo)市(shi)(shi)(shi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)系统(tong)关工(gong)委(wei)(wei)的(de)(de)一个品牌项目在做,争取越作(zuo)(zuo)越好。
四、努力办好家长学校,推动家庭教育工作。
家庭教育一直是教育关工(gong)委(wei)工(gong)作(zuo)的(de)一个重点(dian)。我们通(tong)过调查研究(jiu),坚持(chi)因地制宜,创新办学路子,采(cai)取多(duo)种形式推进家庭教育工(gong)作(zuo)健康发展(zhan)。
一(yi)是举办大型家(jia)(jia)庭教(jiao)(jiao)(jiao)育(yu)报(bao)告会(hui)(hui)和(he)(he)(he)家(jia)(jia)教(jiao)(jiao)(jiao)知(zhi)识(shi)讲座。2012年10月(yue)27日(ri)(ri),聘请全国(guo)(guo)知(zhi)名(ming)家(jia)(jia)庭教(jiao)(jiao)(jiao)育(yu)专(zhuan)家(jia)(jia)许建国(guo)(guo),在果城会(hui)(hui)堂给一(yi)千多名(ming)教(jiao)(jiao)(jiao)师和(he)(he)(he)家(jia)(jia)长(zhang)作(zuo)了一(yi)场非常精彩的(de)学(xue)(xue)术报(bao)告。2015年12月(yue)26日(ri)(ri)、27日(ri)(ri),又请了中国(guo)(guo)人(ren)才研究会(hui)(hui)的(de)全国(guo)(guo)知(zhi)名(ming)家(jia)(jia)庭教(jiao)(jiao)(jiao)育(yu)专(zhuan)家(jia)(jia)金子(zi)谦教(jiao)(jiao)(jiao)授在南充大剧院(yuan)和(he)(he)(he)仪陇(long)县给一(yi)千多名(ming)教(jiao)(jiao)(jiao)师和(he)(he)(he)家(jia)(jia)长(zhang)作(zuo)了深(shen)刻又生动(dong)的(de)家(jia)(jia)教(jiao)(jiao)(jiao)知(zhi)识(shi)讲座,并购买家(jia)(jia)庭教(jiao)(jiao)(jiao)育(yu)书(shu)籍300多本送给听课家(jia)(jia)长(zhang)。市教(jiao)(jiao)(jiao)体局长(zhang)郭宗海专(zhuan)门(men)(men)到会(hui)(hui)讲话并和(he)(he)(he)与会(hui)(hui)者分享自己在家(jia)(jia)庭教(jiao)(jiao)(jiao)育(yu)方面的(de)理解和(he)(he)(he)感(gan)受(shou),深(shen)受(shou)家(jia)(jia)长(zhang)学(xue)(xue)校(xiao)教(jiao)(jiao)(jiao)师和(he)(he)(he)学(xue)(xue)生家(jia)(jia)长(zhang)的(de)欢迎。南充电视台专(zhuan)门(men)(men)对(dui)此作(zuo)了宣传报(bao)道。
二(er)是开展(zhan)家(jia)(jia)庭教育(yu)科学研(yan)(yan)究(jiu)和(he)论(lun)(lun)(lun)文(wen)评(ping)选(xuan)(xuan)活动。2012年,全(quan)市(shi)进行了首(shou)届(jie)家(jia)(jia)庭教育(yu)论(lun)(lun)(lun)文(wen)评(ping)选(xuan)(xuan),共(gong)收到(dao)论(lun)(lun)(lun)文(wen)140篇,有100篇获奖,我们(men)将获奖论(lun)(lun)(lun)文(wen)汇(hui)编成书发到(dao)了各个家(jia)(jia)长(zhang)学校(xiao)(xiao);2015年,我们(men)又对已经(jing)研(yan)(yan)究(jiu)了三年的(de)市(shi)级家(jia)(jia)校(xiao)(xiao)共(gong)育(yu)的(de)家(jia)(jia)长(zhang)学校(xiao)(xiao)的(de)科研(yan)(yan)课(ke)题进行了结(jie)题和(he)评(ping)审(shen),共(gong)有81个课(ke)题获得市(shi)教体局的(de)奖励。
三是培养(yang)“双师(shi)(shi)”型教(jiao)师(shi)(shi),提高家(jia)长(zhang)(zhang)学(xue)(xue)(xue)校教(jiao)师(shi)(shi)水平。针对(dui)很(hen)多(duo)教(jiao)师(shi)(shi)不(bu)太适(shi)应家(jia)长(zhang)(zhang)学(xue)(xue)(xue)校的(de)教(jiao)学(xue)(xue)(xue)工作的(de)问题,我(wo)(wo)们明确提出在(zai)职教(jiao)师(shi)(shi)应是“双师(shi)(shi)”型,既要(yao)会教(jiao)学(xue)(xue)(xue)生又(you)要(yao)会教(jiao)家(jia)长(zhang)(zhang),为此,我(wo)(wo)们开展了(le)一系列活(huo)(huo)动,旨在(zai)培训(xun)家(jia)长(zhang)(zhang)学(xue)(xue)(xue)校的(de)授课(ke)教(jiao)师(shi)(shi)。2013年(nian),我(wo)(wo)们在(zai)全市(shi)开展了(le)家(jia)长(zhang)(zhang)学(xue)(xue)(xue)校教(jiao)师(shi)(shi)优秀教(jiao)案评选,共有(you)238篇获市(shi)级奖。并且在(zai)全市(shi)广泛开展家(jia)长(zhang)(zhang)学(xue)(xue)(xue)校教(jiao)师(shi)(shi)教(jiao)学(xue)(xue)(xue)技能大赛(sai),通过层(ceng)层(ceng)竞(jing)赛(sai),最后(hou)推选到市(shi)上(shang)参加决赛(sai)。2013年(nian)—2014年(nian),我(wo)(wo)们已成功地(di)举(ju)办了(le)全市(shi)的(de)幼儿园和(he)小学(xue)(xue)(xue)三个年(nian)段家(jia)长(zhang)(zhang)学(xue)(xue)(xue)校的(de)教(jiao)师(shi)(shi)教(jiao)学(xue)(xue)(xue)技能竞(jing)赛(sai)活(huo)(huo)动。初中教(jiao)师(shi)(shi)的(de)竞(jing)赛(sai)活(huo)(huo)动将在(zai)2016年(nian)进行。
四是组织(zhi)编(bian)写教(jiao)材,解决家(jia)长学校(xiao)急(ji)需(xu)。2011年下(xia)半年,根据教(jiao)育部关(guan)工(gong)(gong)委(wei)(wei)的安(an)排(pai),受省教(jiao)育厅关(guan)工(gong)(gong)委(wei)(wei)的委(wei)(wei)托,市(shi)教(jiao)育局关(guan)工(gong)(gong)委(wei)(wei)承担了牵头编(bian)写《家(jia)庭教(jiao)育》6本教(jiao)材的任(ren)务(wu)。文(wen)稿经中国(guo)教(jiao)育科(ke)学研究院专家(jia)审订后由教(jiao)育科(ke)学出(chu)版社正式出(chu)版,在(zai)全(quan)国(guo)发行。这几年我市(shi)各地家(jia)长学校(xiao)普通使(shi)用,效果(guo)良好。
五是(shi)成立(li)(li)(li)(li)家庭教(jiao)(jiao)育指(zhi)导(dao)中心(xin),开展对家长(zhang)学(xue)(xue)校(xiao)(xiao)的(de)指(zhi)导(dao)工作。,市(shi)教(jiao)(jiao)体(ti)局关工委一(yi)(yi)建(jian)立(li)(li)(li)(li),就把办(ban)(ban)好家长(zhang)学(xue)(xue)校(xiao)(xiao)作为重点工作来(lai)抓(zhua)。2010年,我市(shi)又率先成立(li)(li)(li)(li)了南充市(shi)教(jiao)(jiao)育系统(tong)家庭教(jiao)(jiao)育指(zhi)导(dao)中心(xin),指(zhi)导(dao)全市(shi)教(jiao)(jiao)育系统(tong)家庭教(jiao)(jiao)育和(he)家长(zhang)学(xue)(xue)校(xiao)(xiao)的(de)教(jiao)(jiao)育教(jiao)(jiao)学(xue)(xue)和(he)科(ke)研以(yi)及常规管(guan)理等工作。10余年来(lai),我市(shi)家长(zhang)学(xue)(xue)校(xiao)(xiao)的(de)发展经历了普遍开办(ban)(ban),规范提高(gao),创新示(shi)范三(san)个阶(jie)段,主要狠抓(zhua)了“五个环节(jie)”。一(yi)(yi)是(shi)抓(zhua)方向,引导(dao)功能转变;二是(shi)抓(zhua)推广,促进学(xue)(xue)校(xiao)(xiao)发展;三(san)是(shi)抓(zhua)规范,提高(gao)办(ban)(ban)学(xue)(xue)质量(liang);四是(shi)抓(zhua)保(bao)障,建(jian)立(li)(li)(li)(li)长(zhang)效机制(zhi);五是(shi)抓(zhua)提高(gao),创建(jian)示(shi)范家长(zhang)学(xue)(xue)校(xiao)(xiao)。
目前(qian),全(quan)(quan)市(shi)(shi)中小学(xue)(xue)(xue)(xue)都办起了(le)(le)(le)家(jia)(jia)(jia)(jia)长学(xue)(xue)(xue)(xue)校(xiao)(xiao),总数达(da)830多所,参(can)学(xue)(xue)(xue)(xue)家(jia)(jia)(jia)(jia)长达(da)100多万人(ren)次(ci)。通过不断(duan)的(de)(de)(de)(de)努力(li),现在我市(shi)(shi)有全(quan)(quan)国示(shi)(shi)范家(jia)(jia)(jia)(jia)长学(xue)(xue)(xue)(xue)校(xiao)(xiao)3所,全(quan)(quan)省(sheng)(sheng)示(shi)(shi)范家(jia)(jia)(jia)(jia)长学(xue)(xue)(xue)(xue)校(xiao)(xiao)11所,全(quan)(quan)市(shi)(shi)示(shi)(shi)范家(jia)(jia)(jia)(jia)长学(xue)(xue)(xue)(xue)校(xiao)(xiao)128所。创建全(quan)(quan)国优(you)秀家(jia)(jia)(jia)(jia)长学(xue)(xue)(xue)(xue)校(xiao)(xiao)实(shi)验基地学(xue)(xue)(xue)(xue)校(xiao)(xiao)22所。营山县(xian)、南部县(xian)、顺(shun)庆区和(he)(he)高坪区命名为全(quan)(quan)国首批家(jia)(jia)(jia)(jia)庭(ting)(ting)教(jiao)育(yu)(yu)试验区;南部县(xian)、西充县(xian)授予“创建全(quan)(quan)国优(you)秀家(jia)(jia)(jia)(jia)长学(xue)(xue)(xue)(xue)校(xiao)(xiao)工(gong)作(zuo)示(shi)(shi)范区”。我市(shi)(shi)的(de)(de)(de)(de)家(jia)(jia)(jia)(jia)庭(ting)(ting)教(jiao)育(yu)(yu)和(he)(he)家(jia)(jia)(jia)(jia)长学(xue)(xue)(xue)(xue)校(xiao)(xiao)工(gong)作(zuo)已经(jing)作(zuo)为我市(shi)(shi)教(jiao)育(yu)(yu)系统关工(gong)委(wei)(wei)一大(da)品(pin)牌和(he)(he)特色,多次(ci)受(shou)到省(sheng)(sheng)、市(shi)(shi)关工(gong)委(wei)(wei)的(de)(de)(de)(de)表扬。2014年(nian)10月,我局关工(gong)委(wei)(wei)执行(xing)副(fu)主任吴志伟同志参(can)加了(le)(le)(le)教(jiao)育(yu)(yu)部关工(gong)委(wei)(wei)协作(zuo)会(hui)(hui)(hui)海南片会(hui)(hui)(hui),在会(hui)(hui)(hui)上代(dai)表四川作(zuo)了(le)(le)(le)大(da)会(hui)(hui)(hui)发言(yan),交(jiao)流(liu)了(le)(le)(le)我市(shi)(shi)家(jia)(jia)(jia)(jia)庭(ting)(ting)教(jiao)育(yu)(yu)和(he)(he)家(jia)(jia)(jia)(jia)长学(xue)(xue)(xue)(xue)校(xiao)(xiao)办学(xue)(xue)(xue)(xue)经(jing)验;2015年(nian)12月下旬(xun),我市(shi)(shi)教(jiao)育(yu)(yu)局关工(gong)委(wei)(wei)顾问张明才同志参(can)加了(le)(le)(le)教(jiao)育(yu)(yu)部关工(gong)委(wei)(wei)在南京(jing)召开的(de)(de)(de)(de)家(jia)(jia)(jia)(jia)庭(ting)(ting)教(jiao)育(yu)(yu)研讨会(hui)(hui)(hui),在会(hui)(hui)(hui)上作(zuo)了(le)(le)(le)《关工(gong)委(wei)(wei)参(can)与家(jia)(jia)(jia)(jia)庭(ting)(ting)教(jiao)育(yu)(yu)、学(xue)(xue)(xue)(xue)校(xiao)(xiao)教(jiao)育(yu)(yu)、社会(hui)(hui)(hui)教(jiao)育(yu)(yu)的(de)(de)(de)(de)实(shi)践与思考》的(de)(de)(de)(de)书(shu)面交(jiao)流(liu)发言(yan)。2014年(nian)我局被省(sheng)(sheng)妇联、省(sheng)(sheng)教(jiao)育(yu)(yu)厅(ting)、省(sheng)(sheng)精神文明办表彰为家(jia)(jia)(jia)(jia)庭(ting)(ting)教(jiao)育(yu)(yu)先(xian)进集体。
五、充分发挥“三个作用”,开展多样关爱活动。
这些(xie)年来,我(wo)们充分发(fa)挥“三(san)个作用”做好(hao)留(liu)守儿(er)童(tong)工(gong)作。即(ji)加强各(ge)级党(dang)政的(de)(de)(de)领导作用,是工(gong)作的(de)(de)(de)可靠保证;发(fa)挥关(guan)(guan)(guan)工(gong)委的(de)(de)(de)配(pei)合(he)作用,是工(gong)作的(de)(de)(de)重(zhong)(zhong)要力量(liang);落实学校的(de)(de)(de)主(zhu)体(ti)作用,是工(gong)作的(de)(de)(de)坚(jian)实基础。关(guan)(guan)(guan)工(gong)委的(de)(de)(de)配(pei)合(he)主(zhu)要是专题调研,当好(hao)参谋;突(tu)出重(zhong)(zhong)点,提高“隔代教育(yu)(yu)”家(jia)(jia)长;抓(zhua)住载体(ti),结对(dui)(dui)帮扶(fu)。几年来,通过宣(xuan)传动员,全(quan)市(shi)(shi)教育(yu)(yu)系统各(ge)级关(guan)(guan)(guan)工(gong)委凝聚了(le)(le)(le)一大批“五(wu)(wu)老”爱心人(ren)士(shi),不(bu)断地(di)(di)关(guan)(guan)(guan)注着特殊青少(shao)年儿(er)童(tong)的(de)(de)(de)动态需求,在(zai)开(kai)展“三(san)助两关(guan)(guan)(guan)爱”活动方面(mian)做了(le)(le)(le)大量(liang)工(gong)作,并力所能及(ji)、周而复始(shi)地(di)(di)为他(ta)(她(ta))们的(de)(de)(de)健(jian)康成(cheng)长提供(gong)帮助和支(zhi)撑,取得了(le)(le)(le)显著(zhu)成(cheng)绩,受到了(le)(le)(le)教育(yu)(yu)部(bu)和省(sheng)教育(yu)(yu)厅关(guan)(guan)(guan)工(gong)委的(de)(de)(de)重(zhong)(zhong)视(shi),对(dui)(dui)我(wo)市(shi)(shi)“留(liu)守儿(er)童(tong)”教育(yu)(yu)管理(li)工(gong)作予以肯定。2009年9月,教育(yu)(yu)部(bu)关(guan)(guan)(guan)工(gong)委在(zai)我(wo)市(shi)(shi)召开(kai)了(le)(le)(le)全(quan)国“部(bu)分省(sheng)(市(shi)(shi))教育(yu)(yu)系统关(guan)(guan)(guan)工(gong)委关(guan)(guan)(guan)爱农村(cun)留(liu)守儿(er)童(tong)工(gong)作座(zuo)谈(tan)会”。教育(yu)(yu)部(bu)关(guan)(guan)(guan)工(gong)委主(zhu)任(ren)田淑兰(lan)同(tong)志到会并高度评(ping)价(jia)南充所做的(de)(de)(de)工(gong)作具有开(kai)创(chuang)性。现在(zai)全(quan)市(shi)(shi)留(liu)守儿(er)童(tong)之家(jia)(jia)180多(duo)个,15000多(duo)名(ming)“五(wu)(wu)老”志愿者本着“就地(di)(di)就近,双方自(zi)愿”原则结对(dui)(dui)帮扶(fu)留(liu)守学生(sheng)和“五(wu)(wu)失”青少(shao)年10余(yu)万人(ren),收到了(le)(le)(le)良好(hao)效果。
今后,我们(men)将继续以落实教育(yu)部党组20号(hao)文(wen)件为(wei)重点,围绕关(guan)工(gong)委工(gong)作(zuo)方针(zhen),以创建“六好(hao)(hao)”关(guan)工(gong)委为(wei)抓手,加强三大品牌建设(she),主动(dong)作(zuo)为(wei),借势(shi)借力,创新思路(lu),整(zheng)合(he)力量,进一步(bu)做好(hao)(hao)全(quan)市教育(yu)系统关(guan)工(gong)委工(gong)作(zuo)。

加强检查促落实 夯实基础强保障
——自贡市开展教育系统关工委“三有”落实情况专项检查
为促进(jin)(jin)市教(jiao)育局党组《关(guan)(guan)于(yu)进(jin)(jin)一(yi)步(bu)加强教(jiao)育系统关(guan)(guan)工(gong)(gong)(gong)委工(gong)(gong)(gong)作(zuo)的意见》(自教(jiao)党组发〔2015〕18号)的贯彻落实(shi),更好的为我市教(jiao)育系统关(guan)(guan)工(gong)(gong)(gong)委工(gong)(gong)(gong)作(zuo)提供基本保障,今年5月(yue),自贡(gong)市教(jiao)育局关(guan)(guan)工(gong)(gong)(gong)委采取“看、查(cha)、议”的方式,组织对区县(xian)教(jiao)育局、高新区社事局、市直(zhi)属(shu)学(xue)校(xiao)关(guan)(guan)工(gong)(gong)(gong)委“有(you)(you)(you)人办(ban)事、有(you)(you)(you)地(di)点办(ban)事、有(you)(you)(you)钱办(ban)事”(简称(cheng)“三有(you)(you)(you)”)落实(shi)情况,进(jin)(jin)行了一(yi)次专项(xiang)检查(cha)。市关(guan)(guan)工(gong)(gong)(gong)委常务副主任(ren)倪文渊同(tong)志参(can)加了市直(zhi)属(shu)学(xue)校(xiao)的检查(cha)指导。

检查中发现(xian)的问题:一是(shi)(shi)对教(jiao)育部(bu)党组(zu)(2009)20号(hao)文件精(jing)神理解不(bu)够(gou),部(bu)分区县(xian)教(jiao)育局(ju)没按要(yao)(yao)求(qiu)设立关工委(wei)日常(chang)办(ban)(ban)事(shi)机构;二是(shi)(shi)个别(bie)县(xian)教(jiao)育局(ju)和(he)少数市(shi)直(zhi)属学(xue)校(xiao)没按要(yao)(yao)求(qiu)明确设立关工委(wei)办(ban)(ban)公(gong)室,甚至(zhi)个别(bie)学(xue)校(xiao)没有(you)(you)落(luo)实经办(ban)(ban)部(bu)门(men),具体工作(zuo)由分管领(ling)导经办(ban)(ban);三是(shi)(shi)个别(bie)市(shi)直(zhi)属学(xue)校(xiao)不(bu)够(gou)重视,没有(you)(you)为关工委(wei)提(ti)供经费,工作(zuo)难(nan)以开展。
针对(dui)检(jian)查中发现的(de)问题(ti),市教(jiao)(jiao)育(yu)(yu)(yu)局关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)执行(xing)主任李(li)顺模同志提出(chu)了(le)以(yi)下(xia)改进(jin)要(yao)(yao)(yao)(yao)求:一是(shi)(shi)(shi)按照教(jiao)(jiao)育(yu)(yu)(yu)部党组(2009)20号文件精(jing)神,各(ge)区县教(jiao)(jiao)育(yu)(yu)(yu)局应尽(jin)快设立(li)(li)关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)日常(chang)办事(shi)机构,形成以(yi)离退休老(lao)同志为主体开(kai)展(zhan)(zhan)工(gong)(gong)(gong)(gong)作(zuo)的(de)格局;二是(shi)(shi)(shi)要(yao)(yao)(yao)(yao)明确落实关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)“三(san)有(you)”是(shi)(shi)(shi)教(jiao)(jiao)育(yu)(yu)(yu)部门和(he)学(xue)校的(de)责任,要(yao)(yao)(yao)(yao)由所在(zai)单(dan)位(wei)提供保障,尤其是(shi)(shi)(shi)经费保障;三(san)是(shi)(shi)(shi)没(mei)有(you)建立(li)(li)健(jian)全关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)工(gong)(gong)(gong)(gong)作(zuo)制度的(de)单(dan)位(wei),要(yao)(yao)(yao)(yao)尽(jin)快完善,做到有(you)序有(you)效开(kai)展(zhan)(zhan)工(gong)(gong)(gong)(gong)作(zuo);四是(shi)(shi)(shi)各(ge)级教(jiao)(jiao)育(yu)(yu)(yu)关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)要(yao)(yao)(yao)(yao)主动作(zuo)为,克服“不(bu)知道关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)做什么、怎么做”的(de)畏(wei)难情绪(xu),积(ji)极(ji)配合本(ben)部门、本(ben)学(xue)校创造性(xing)地(di)开(kai)展(zhan)(zhan)工(gong)(gong)(gong)(gong)作(zuo);五(wu)是(shi)(shi)(shi)各(ge)单(dan)位(wei)要(yao)(yao)(yao)(yao)认真开(kai)展(zhan)(zhan)“六好”基层关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)建设活动,市教(jiao)(jiao)育(yu)(yu)(yu)局关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)将在(zai)下(xia)半年适时(shi)按照验收标准进(jin)行(xing)评估验收。市关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)常(chang)务(wu)副主任倪文渊同志在(zai)参(can)加市直属学(xue)校检(jian)查时(shi),提出(chu)了(le)以(yi)下(xia)要(yao)(yao)(yao)(yao)求:一是(shi)(shi)(shi)要(yao)(yao)(yao)(yao)充分认识关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)是(shi)(shi)(shi)党和(he)政府关(guan)(guan)(guan)心下(xia)一代(dai)的(de)桥(qiao)梁和(he)纽带,地(di)位(wei)和(he)作(zuo)用十(shi)分重要(yao)(yao)(yao)(yao),把关(guan)(guan)(guan)工(gong)(gong)(gong)(gong)委(wei)(wei)(wei)(wei)工(gong)(gong)(gong)(gong)作(zuo)纳入学(xue)校的(de)重要(yao)(yao)(yao)(yao)议事(shi)议程;二是(shi)(shi)(shi)要(yao)(yao)(yao)(yao)进(jin)一步动员(yuan)、组织“五(wu)老(lao)”特别是(shi)(shi)(shi)退休老(lao)教(jiao)(jiao)师参(can)加关(guan)(guan)(guan)心下(xia)一代(dai)工(gong)(gong)(gong)(gong)作(zuo),充分发挥(hui)“五(wu)老(lao)”队伍(wu)的(de)作(zuo)用;三(san)是(shi)(shi)(shi)要(yao)(yao)(yao)(yao)进(jin)一步加强对(dui)青(qing)少年的(de)关(guan)(guan)(guan)爱、教(jiao)(jiao)育(yu)(yu)(yu)、帮(bang)扶工(gong)(gong)(gong)(gong)作(zuo),做到帮(bang)扶到人(ren),关(guan)(guan)(guan)爱到心。
通过这(zhei)次检(jian)查(cha),提高(gao)认识,统一了(le)思想,形(xing)成共识,达(da)到了(le)三个进(jin)一步明确(que):一是(shi)(shi)进(jin)一步明确(que)了(le)关工(gong)委工(gong)作是(shi)(shi)教(jiao)育(yu)工(gong)作的重要组成部分,必(bi)(bi)(bi)须高(gao)度重视,抓紧抓好;二是(shi)(shi)进(jin)一步明确(que)了(le)“三有”是(shi)(shi)做好关工(gong)委工(gong)作的基本保障(zhang),必(bi)(bi)(bi)须落(luo)实(shi)到位;三是(shi)(shi)进(jin)一步明确(que)了(le)主动作为、积极配合教(jiao)育(yu)部门(men)和学校(xiao)中(zhong)心任务(wu)开展工(gong)作,是(shi)(shi)教(jiao)育(yu)关工(gong)委的工(gong)作方法,必(bi)(bi)(bi)须持之以恒。

让孩子(zi)(zi)学习成才(cai)(cai),是(shi)学校的(de)(de)(de)(de)使命,更(geng)是(shi)家长(zhang)的(de)(de)(de)(de)期盼(pan)。为了帮助家长(zhang)树立科学的(de)(de)(de)(de)家庭教育(yu)(yu)理念(nian),让他(ta)们掌握帮助孩子(zi)(zi)学习成才(cai)(cai)的(de)(de)(de)(de)正确方(fang)法,中(zhong)国(guo)家长(zhang)教育(yu)(yu)研究所(suo)全国(guo)巡回(hui)报告团在(zai)四川(chuan)省各级教育(yu)(yu)行政(zheng)部(bu)门(men)和关工(gong)(gong)委(wei)的(de)(de)(de)(de)大(da)力支持下,六年来,在(zai)部(bu)分(fen)学校开展了以“让孩子(zi)(zi)学习成才(cai)(cai)”和“做现代父母、育(yu)(yu)杰出人才(cai)(cai)”两(liang)大(da)主题(ti)的(de)(de)(de)(de)公益讲(jiang)座。从2010年在(zai)四川(chuan)省开展家长(zhang)教育(yu)(yu)公益讲(jiang)座工(gong)(gong)作以来,先后在(zai)成都(dou)、资阳、遂(sui)宁(ning)、宜宾、内(nei)江(jiang)、自贡、达州、广元、乐山(shan)、雅安(an)、绵(mian)阳、泸州、巴中(zhong)等地(di)共开展2293场公益讲(jiang)座,128万多家长(zhang)受益。
一、各地教育部门领导重视,工作落实。
对此(ci)项(xiang)工(gong)作,四川省(sheng)(sheng)教育(yu)厅关(guan)工(gong)委(wei)高(gao)度重视,积(ji)极支持。2012年省(sheng)(sheng)教育(yu)厅关(guan)工(gong)委(wei)下发(fa)推荐函以后,广元市、达州市等地(di)率先积(ji)极响(xiang)应,贯彻落(luo)(luo)实推荐函精(jing)神,各(ge)地(di)精(jing)心布置落(luo)(luo)实工(gong)作。特(te)别是达州市通(tong)川区教育(yu)局,为(wei)了把本次家庭教育(yu)工(gong)作落(luo)(luo)到(dao)实处,区局分管领导和(he)各(ge)开课学校一一进行沟通(tong),要求把工(gong)作做实做细(xi),力(li)求让更(geng)多的(de)家长(zhang)受益(yi),为(wei)学校老师减压,为(wei)家长(zhang)解惑。广元市教育(yu)局关(guan)工(gong)委(wei)分管领导对市直属学校也是一一落(luo)(luo)实,他(ta)们希望借此(ci)机会(hui),让家长(zhang)好好学习先进的(de)家庭教育(yu)理(li)念和(he)科学的(de)家庭教育(yu)方(fang)法。
2014年省教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)厅关工(gong)(gong)(gong)委(wei)再(zai)次下发(fa)(fa)(fa)推(tui)(tui)荐(jian)(jian)函(han)后,成(cheng)都(dou)市(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)系统关工(gong)(gong)(gong)委(wei)高度重视(shi)并(bing)积极响应,及时向各区(qu)(县)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)局关工(gong)(gong)(gong)委(wei)转发(fa)(fa)(fa)推(tui)(tui)荐(jian)(jian)函(han)。2015年初成(cheng)都(dou)市(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)局关工(gong)(gong)(gong)委(wei)又下发(fa)(fa)(fa)了关于组织“做现(xian)代父母、育(yu)(yu)(yu)杰出人(ren)才”家(jia)庭教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)公(gong)(gong)益(yi)讲(jiang)座的通知。新(xin)津(jin)县教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)局率先开展(zhan)家(jia)长教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)公(gong)(gong)益(yi)讲(jiang)座,并(bing)邀请(qing)(qing)中国(guo)家(jia)长教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)研究所(suo)西部(bu)工(gong)(gong)(gong)作站工(gong)(gong)(gong)作人(ren)员参会。金(jin)牛(niu)区(qu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)局也邀请(qing)(qing)中国(guo)家(jia)长教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)研究所(suo)全国(guo)巡(xun)回报告(gao)团在金(jin)泉小学开展(zhan)家(jia)庭教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)公(gong)(gong)益(yi)讲(jiang)座,拉开全区(qu)工(gong)(gong)(gong)作序幕。
二、家长教育公益讲座活动反响强烈,效果明显。
家长教育公益讲座活动得到了各(ge)(ge)地各(ge)(ge)级相(xiang)关(guan)教育行政部门(men)及学校和家长的(de)一(yi)致好评,各(ge)(ge)地涌现出(chu)许多感人事迹,收到了良好效果。

六年(nian)来,各(ge)级领导,各(ge)地学校相关负责人为了(le)讲座的(de)(de)顺利开展(zhan),付出了(le)大(da)量的(de)(de)努力,广大(da)老师及家长的(de)(de)热烈(lie)反响让我们深(shen)受感动。
家长教(jiao)育公益(yi)讲(jiang)座活动的(de)(de)开展,感(gan)动了(le)(le)广大家长,讲(jiang)师本身也在讲(jiang)课中(zhong)被(bei)受感(gan)动,同时也激发了(le)(le)工(gong)作(zuo)人员(yuan)的(de)(de)使命感(gan),责任(ren)(ren)感(gan)。虽然(ran)这(zhei)个工(gong)作(zuo)每天早出晚(wan)归,从讲(jiang)师到工(gong)作(zuo)人员(yuan),都十(shi)分辛(xin)苦(ku),但(dan)我们认为(wei)十(shi)分值得。家长教(jiao)育事关个人和(he)家庭的(de)(de)命运,也事关国民素(su)质的(de)(de)提(ti)高(gao),意义(yi)深(shen)远,责任(ren)(ren)重大。今后仍将不(bu)断总结经(jing)验(yan),改正我们工(gong)作(zuo)的(de)(de)不(bu)足之处(chu),不(bu)断进步,努力做好服务协调工(gong)作(zuo)。
